1816 (Administrative Protocol): French colonial regulations mandated that the Captain-General, the Colonial Prefect, and the Commissary of Justice must individually correspond with the respective French Ministers regarding their specific departments. These officials were strictly prohibited from deliberating together or passing collective acts, ensuring that power remained fragmented and directed toward the metropole. In the event of a Captain-General’s death, the highest-ranking military officer was designated to succeed him in all military and political functions. These historical records were selected by Sanders to provide “more correct information” regarding the origins of the Haytian state. This rigid French system serves as the historical backdrop for the subsequent establishment of the sovereign Haytian monarchy.
