1812 (Expansion of Maritime Power): Under the administration of the President, a national navy was created “all at once” to secure the empire of the seas from insurgents. Haytian seamen, who had previously only managed small vessels, learned to navigate three-masted ships and cruise through “stormy latitudes” using the compass. The Haytian flag displayed itself upon the ocean to the “surprise and admiration” of the world, marking the emergence of a new maritime people. This naval force became a “terror” to the rebels, effectively wresting away their previous naval dominance. The development of this fleet was considered a significant achievement in the “vast combinations” of the sovereign’s policy.
