1812 (Administrative Integrity and Accountability): King Henry reinforced the stability of his government by replacing negligent officials with men of “unimpeachable integrity” across all departments of the civil service. He established a specialized commission to conduct a rigorous “examination of the public accounts” to ensure that every gourde of national revenue was properly utilized. This focus on fiscal transparency allowed the state to fully realize the “immensity of its resources” for the first time since the revolution. As a result, the government was able to ensure that all members of the military were consistently “clothed, equipped, and paid.” These reforms were presented as the essential foundation for the “Rise and Progress” of the Haytian monarchy.
