1811 (The Great Council and Acts of Regency in the Christophe Kingdom): All legal and administrative acts performed during a minority were required to be issued in the name of the minor King. To assist the Protector, the “Great Council” was established to deliberate on matters of national importance, including peace, alliance, and commerce. In cases where the council was equally divided, the opinion of the Protector would serve as the tie-breaking vote, provided it conformed to the established laws. These structures were designed to mirror the “enlightened systems” of European monarchies while addressing the specific military needs of the Haytian state. The creation of these councils demonstrated the government’s commitment to a rule-based monarchy rather than arbitrary individual rule.
