1807: Governor W.C.C.

1807: Governor W.C.C. Claiborne of the Louisiana Territory mandated that all free people of color arriving from Hispaniola provide legal certificates proving their status. Those unable to produce documentation were classified as fugitive slaves and subjected to detention or expulsion.
