1807 (Administrative and Social Reforms): During the early months of 1807, President Christophe focused on organizing the “civil and commercial tribunals” and filling vacancies within the military and magistracy. He specifically stimulated the “work of cultivation” by establishing “Police Guards,” which were companies of agriculturists composed of managers and heads of houses. This system was highly praised in the papers for its utility in maintaining public security while simultaneously improving the efficiency of territorial production. Christophe also restored “public instruction” to full activity and conducted thorough examinations of the administration of public hospitals.
