1806-Feb.-28: President Thomas Jefferson signed a bill prohibiting all commercial intercourse between any person resident in the United States and any part of “St. Domingo” not under French control. This legislation was largely produced by diplomatic pressure from French agents and the fears of Southern slaveholders.
