1803-Aug.-27: Emissaries Walker and Cathcart reported that Dessalines rejected their demand for the British to occupy military bases at Tiburon and Môle Saint Nicolas. Dessalines argued that granting foreign military control was more than his life was worth and would lead the people to fear a return to slavery.
