1800-May-01: A diplomatic incident occurred when Commodore Silas Talbot’s forces “cut out” the French privateer Sandwich from the Spanish port of Puerto Plata. Captain Murray expressed concern that such aggressive naval actions in neutral Spanish waters might anger Toussaint or complicate the delicate regional balance. Despite these fears, the U.S. Navy continued to patrol aggressively to eliminate any remaining French privateering nests that threatened the trade routes. The incident underscored the complexity of the Quasi-War, where American actions against France often took place within the territorial jurisdictions of third parties like Spain. This period of high-seas activity demonstrated the United States’ commitment to using naval power to sustain the Saint-Domingue trade at all costs.
