1800: As Gabriel Prosser began laying the groundwork for his Richmond conspiracy, white authorities across the Americas moved to limit Saint-Domingue’s contact with other territories. Recognizing that black rebels could achieve nothing without “communication with the Sea,” imperial powers sought to deny Toussaint’s government access to international waters. Despite these efforts, the example of a successful black republic stood on the “threshold of independence,” continuing to inspire continental plots. The containment strategy aimed to stifle the “common wind” of liberty by creating a maritime blockade around the revolutionary island. This period marked the transition from internal colonial revolt to the international struggle for Haitian statehood.
