1799: While visiting Venezuela, observers noted that French sailors continued to dart in and out of local ports undetected to recruit residents to serve aboard their vessels. These republican crews provided a constant source of firsthand news regarding the progress of the French Revolution and its Caribbean counterparts. Local people of color gained access to the experiences and ideas of these mobile mariners, further eroding the effectiveness of Spanish information control. The ability of French privateers to operate despite official prohibitions underscored the porous nature of the Caribbean coastline. This ongoing recruitment effort ensured that the spirit of rebellion remained a persistent presence in the coastal provinces of South America.
