1799-July-25: Captain Alexander Murray of the Insurgent wrote directly to Toussaint Louverture to offer his “most zealous services” in the effort to bring order to Hispaniola. Murray expressed a fervent wish for a “close and firm Friendship” between the United States and Toussaint’s administration for the purpose of mutual trade. He positioned the U.S. Navy as a cooperative partner in Toussaint’s campaign to stabilize the island and defeat internal enemies.
