1799-August-01: The official reopening of commerce began as American and British merchant ships arrived simultaneously in the designated ports of Saint-Domingue. Although President Adams had originally issued his proclamation without knowing the exact date agreed upon in the island, adjustments were made to satisfy British concerns. A clandestine trade had already been occurring for months, but this date marked the transition to a fully regulated and sanctioned commercial relationship. The arrival of these ships provided Toussaint with the essential supplies and revenue needed to sustain his army and civil administration. This date represents the practical commencement of the “quasi-alliance” on the high seas.
