1798, October 22: (The Flight of Hédouville and the Rise of Roume): Toussaint sparked a revolt in the North to counter Hédouville’s attempt to disarm Black regiments, leading the commissioner to flee to France on October 22, 1798. Toussaint then invited Commissioner Roume from Santo Domingo to mediate his ongoing dispute with Rigaud. Roume initially supported Toussaint, describing him and the Black generals as the true “saviors of Saint-Domingue”. However, Roume’s subsequent decision to detach key western towns from Rigaud’s control infuriated the mulâtre leadership.
