1796–1797: (The Master of the South and Toussaint’s Promotion): By late 1796, after the collapse of the French mission to the South, André Rigaud established absolute control over that region. By 1797, Toussaint Louverture held the title of Général-en-Chef of the armies of Saint-Domingue and was also serving as lieutenant governor. During this period, the French Directory promoted him to général de division and presented him with a ceremonial dress sword and pistols crafted at the Versailles arsenal. To demonstrate his trust in the French government, Toussaint sent his sons, Isaac and Placide, to France for their education.
