1794: Spanish cabinet ministers made the decision to allow the royal code of 1789 to die quietly in 1794. This retreat from reform was driven by the determined resistance of the colonial creole elite and the broader challenges posed by the French Revolution. Officials realized that continuing to advocate for slave rights risked alienating the planter class and destabilizing the imperial structure. While the legal life of the ordinance ended, its impact persisted in the collective memory of the enslaved across the Americas. The failure of this metropolitan intervention highlighted the limits of reform in a system predicated on absolute human property.
