1794-June-04: The U.S. Congress approved an embargo on all foreign shipments in response to escalating maritime tensions between Great Britain and France. This legislative action had immediate consequences for Saint-Domingue when Secretary of State Edmund Randolph applied the law to block a supply ship. French minister Jean-Antoine Fauchet expressed deep indignation, viewing this as a betrayal of the 1778 alliance between the two nations. This move served as a precursor to the signing of Jay’s Treaty later that year. It signaled that American economic stability was becoming a higher priority than historical ties to revolutionary France.
