1794-Jul.-12: Juan Manuel García Chicano reported to Governor Las Casas in Havana concerning the interrogation of several individuals suspected of “evil conduct” and revolutionary sympathies. The detainees included people of color and white men who were accused of attempting to raise rebellions or maintaining secret correspondence with the French. Chicano recommended that these “dangerous characters” be held in confinement without any communication to prevent their ideas from spreading. This policy of isolation was a direct response to the perceived threat of a transnational “contagion of the spirit of sedition.” The report emphasized the role of the mobile “masterless” in facilitating these subversive contacts.
