Examining officials directly attributed these conspiracies to “the example of the West Indies,” recognizing the contagious nature of revolutionary news. In response, the General Assembly revised the state’s entire slave code to tighten restrictions on all black gatherings. This legislative backlash demonstrated that the echoes of the rebellion in Saint-Domingue had successfully breached the North American mainland. The crackdown aimed to dismantle the informal communication networks that the unfree used to stay informed of Atlantic-wide events.
