1792-August-15: French Admiral Kersaint proposed a strategic plan to utilize Saint-Domingue as a base for revolutionary expeditions against Spanish and British colonies in the Americas. The project involved mobilizing six thousand colored troops from the French West Indies to launch assaults on Mexico, Colombia, and Louisiana. The Girondin leader Brissot de Warville offered the governorship of Saint-Domingue to Francisco de Miranda to lead this effort, but Miranda declined, citing his obligations in Europe and a lack of familiarity with the Caribbean situation. Although the plan did not materialize in 1792, it demonstrated the colony’s potential as a regional hub for spreading revolutionary ideology and military force throughout the Atlantic world.
