1791-October-07: Alexander Hamilton, the U.S. Secretary of the Treasury, approached the French minister Ternant to discuss the possibility of extracting additional commercial privileges in Saint-Domingue following the outbreak of the slave insurrection. Hamilton saw the colony’s desperation for supplies as a strategic opportunity to expand American market access. However, Ternant rebuffed the advance, pointedly reminding Hamilton that the United States had not offered any reciprocal trade concessions to France. This interaction highlighted the competitive nature of the relationship, as American leaders sought to turn the French colonial crisis into a permanent economic gain for the United States.
