1791-Jun.-21: Governor Vaillant of Cuba communicated with Governor Luis de las Casas regarding the “contagion” of revolutionary ideas and the arrival of “seditious” individuals from Saint-Domingue. He noted that the eastern part of Cuba was particularly vulnerable to the influence of the black rebellion next door due to frequent maritime contact. Vaillant recommended a policy of strict surveillance and the immediate deportation of any “foreigners of color” found without proper documentation. The Spanish authorities were determined to prevent the “spirit of anarchy” from taking root among their own enslaved population. This correspondence reflected the high-level coordination between Spanish officials to contain the Haitian Revolution.
