1790-Dec.-21: Gallagher’s Weekly Journal Extraordinary in Dominica published reports concerning the landing of “foreign people of colour” who were suspected of being agents of revolution. These individuals were often described as being well-dressed and appearing to possess a level of autonomy that alarmed white residents. The reports prompted the local government to increase patrols along the coast and in the port of Roseau. The presence of these mobile characters confirmed the existence of an underground network linking the various islands of the Caribbean. This news contributed to a growing sense of siege among the British planter class in the eastern Caribbean.
