1775-September-01: Governor D’Ennery of Saint-Domingue reported to the French government that American agents were actively purchasing significant quantities of gunpowder within the colony. He observed that it was exceedingly difficult to prevent these sales because merchants often dealt with obscure individuals who served as secret proxies for New England traders. D’Ennery also noted that Dutch merchants were buying powder in Saint-Domingue and transporting it to the island of Saint Eustatius for eventual resale to the Americans. This intelligence indicated that the French colony was already functioning as a vital link in the supply chain for the burgeoning American Revolution. Logan emphasizes that these early transactions occurred well before any formal diplomatic agreements were established between France and the American rebels.
