Il en est qui n'appartiennent à personne, et dont l'usage est commun à tous. Les lois de police règlent la manière d'en jouir. Des lois particulières déterminent la faculté de pêcher et de chasser.

Life lesson: Some things belong to everyone — air, water, the open sea. Police laws regulate their use, and special laws govern fishing and hunting.
