Les parens ou alliés, cousins germains ou plus proches parens du mineur, dans les cas prévus par l'article précédent, qui le jugeront capable d'être émancipé, et dont le tuteur n'aurait fait aucune diligence pour le faire jouir de l'émancipation, requerront, à cet effet, la convocation du conseil de famille devant le sénéchal ou le lieutenant de juge, lequel sera tenu d'acquiescer à cette réquisition.

Life lesson: When the guardian does nothing, the family may act. Relatives can force the question of emancipation before the council.
Notes: Family override of guardian inaction: first-cousin-degree or closer relatives may compel council convocation for emancipation. Seneschal must comply. Prevents guardians from keeping wards in minority for self-interest.
