Titre I: De la Publication, des Effets et de l'Application des Lois en général (On the Publication, Effects, and Application of Laws in General)

La promulgation des lois est faite au nom du roi. Dans chaque siège de sénéchaussée, dans chaque bourg et paroisse du royaume, les lois sont exécutoires vingt-quatre heures après leur promulgation.

Life lesson: A law that is not proclaimed is no law at all. Authority must announce its will clearly before it can demand obedience.
Notes: Establishes royal promulgation as the sole mechanism for enacting law. The 24-hour delay ensures no community can claim ignorance.
